    I appologise I cannot fully answer you question as I am a UK resident.
    However, in relation to fiber optic cable. Yes you can have fiber optic cable from your home, however this will only extend as far as the cabinet in the street, from then on the connection will run down copper cable untill it reaches the main box. Therefore, you will not be getting any real advantage from fiber optic untill the copper cable from the box is upgraded. (This may not be true for everyone, just a general rule!)
    Next, in relation to download speeds if you are downloading content from another server then you speed is dependant on the maximum bandwidth allocated for that server. Therefore, you could have the fastest internet connection in the world but you would still be limited to the speed of the server. This was tried with like a 1000mbps connection or something huge and they had to connect up i think around 10 pc’s all downloading content from the same website (500mb files) inorder to use up the full speed of the broadband they had.
    I think in conclusion you will be relying on both your internet speed and the speed of the server (i think the average is 256 at the moment) and untill the servers which host the content are upgraded then there is no point in paying for super fast broadband
